Reinforcing Institutional Controls to Safeguard Public Resources

Control assessment focuses on determining whether public institutions have adequate systems and procedures in place to protect public funds from errors, inefficiencies, and misuse. The Office of the Auditor General evaluates the design and effectiveness of internal controls that guide financial management, programme delivery, and administrative operations across government entities.

Auditors examine key control areas such as authorization processes, separation of duties, bank reconciliations, cash handling, payroll controls, procurement procedures, asset management, and documentation practices. These assessments help determine whether controls function as intended and whether they reduce the risk of fraud, waste, or mismanagement.

Through fieldwork and review of supporting records, the Office identifies gaps such as weak supervision, inadequate documentation, non-compliance with procedures, and control activities that do not operate consistently. These findings highlight risks that can undermine the integrity of public financial management and affect the delivery of public services.

Control assessments provide actionable recommendations that help institutions strengthen their internal systems. Improvements may include clearer procedures, better supervision, enhanced record keeping, updated control activities, staff training, and process redesign. Stronger controls support more reliable financial reporting, improved accountability, and better stewardship of public resources.

Reports from control assessments contribute to oversight by Parliament and help ensure that ministries, departments, and agencies implement corrective actions. Through this function, the Office supports the development of resilient internal control environments that reduce fiduciary risks and improve institutional performance across South West State.
